When you say 'the little cursor scroll bar' can you be more specific ? I don't quite get what you mean.
Where is this scroll bar ? If you mean the one that sits on the side of a browser window, why would you want to get rid of it ?

Maybe this will clear it up
No, it is not the regular scroll bar that is the problem. When I'm moving the cursor on a page not only when on the Internet, a tiny scroll device with up and down arrows appears and causes the page to zoom up or down to the top or bottom. This is independent of what I may want to do with the page. It is not malware or spyware nor have I downloaded any program that should change the cursor in this manner. It seems to be directly related to XP Pro as another computer I have has XP Media and it doesn't happen there.

It didn't work completely
It was very late when I posted that something appeared to work but I didn't have the chance to try out all my programs to see if it had worked for all of them then.
When I tested today, the problem recurred in some of my programs but not others so that wasn't the proper solution. I don't see a reason for these attacks against me. I was not going to post an untested procedure nor one that doesn't completely solve the problem.

1.Have you made any recent changes on the computer prior to this issue?
2.What is the model number of your Laptop?
3.How did you install Windows 8 on this computer? Was it preinstalled or did you upgrade to it recently?
4.What is the model of the touch pad that you have issue with? Is it Synaptic touchpad?
5.What is the status of the touchpad in the Device Manager in the computer?
6.Did you try updating the driver for the touchpad to its latest version?
Try these methods and let us know the status of the issue.
Method 1: Run the Hardware Troubleshooter
This troubleshooter is an automated tool which checks the devices connected to the computer and try to fix the known issues with them.
a.Press “Windows Logo” + “W” keys from the keyboard.
b.Type “Troubleshooting” in the search bar and press “Enter”.
c.In the “Troubleshooting” window, click on “View All” on the left pane.
d.Click on “Hardware and Devices”.
e.Click on “Advanced” and then click on “Run as Administrator”.
f.Click “Next” and follow the on-screen instructions to complete the troubleshooting process. The long dark paradise meadows farm.
After running the troubleshooter, check in Windows updates if any drivers’ updates are available for the Display adapter. If so, install the same and check if it helps.
Method 2: Install/Update the Drivers.
I would suggest you to update the drivers for the touch pad and check if that help.
You can try running the Windows Update and check if there are any driver updates available. Windows Update can automatically download and install recommended updates. Installing any important, recommended, and optional updates can update system features and other software that might help fix many driver issues.

b.Type “Windows Updates” in the search bar and press “Enter” on the keyboard.
c.Click on “Check for updates” and follow the on-screen instructions to download and install all the updates available.
